Fred was born on 8 March 1870 at Farley Hill, Luton in Bedford, the son of Henry Hawkes Mallandaine and Lucy Ann New. His unusual middle name was likely in honour of his maternal grandmother’s family name, Shields, just as his father carried the name of his mother’s family.

In 1881, eleven year old Fred was attending Christ's Hospital School in Newgate, London. He boarded at the school while his family lived more than 75 miles away in Salisbury. Fred was living with his family at 71 Waterloo Road in Wolverhampton at the time of the 1891 Census and he was employed as a Steam Engine Fitter. His trade later led him to join the Chilean Navy and he rose through the ranks and eventually became a Chief Engineer. He maintained a home in England but moved to Chile permanently following his retirement from the Navy.

Fred married Cecilia Davies in Coquimbo, Chile on 2 September 1903. Cecilia was born in Coquimbo on 17 April 1874, the daughter of Welsh immigrants Euan Davies and his wife Margarita Williams. After their marriage, Fred and Cecilia settled in the northern port city of Valparaiso but they did not have any children. Cecilia died on 29 January 1955 and following her death Fred moved to the Hospital Aleman, in Valparaiso. After retirement, he volunteered with the Missions to Seamen and the Iglesia Anglicana San Pablo (St. Paul's Anglican Church in Valparaiso) and was secretary of the Cemetery from 1946-51. Fred died in Valparaiso on 14 May 1961 and was buried in the Anglican Cemetery with his wife.
